Consumer Advocate/Training Facilitator/Empowerment Speaker
A former Banker and currently Regional Officer with the Consumer Affairs Commission, Mr. Rowe has
committed himself to Public Service and the empowerment of others. A Consumer Advocate who
undertakes consumer and business education programmes, Richard champions the rights of
disadvantaged and disenfranchised consumers, winning many critical cases along the way. He has also
represented the CAC at various CARICOM Consumer Protection events; meetings hosted by the
Caribbean Consumer Council and a number of Consumer Consultations in Trinidad and Tobago, St.
Vincent and the Grenadines, Antigua and right here in Jamaica.
His career choices and personal motivators reflect his passion for operational and service excellence.
Richard is the Deputy Chairman of the Jamaica Customer Service Association (JaCSA). Prior to that,
during his tenure as the third President of the Association, Mr. Rowe was instrumental in having former
Governor General, the Most Hon. Professor Sir Kenneth Octavius Hall, declare the first full week of
October annually as National Customer Service Week. He has also chaired and directed the last
thirteen (13) Annual Service Excellence Conferences hosted by the Association. Mr. Rowe was
honoured by JaCSA for outstanding contributions to Service Excellence in Jamaica. He now serves on
the PSOJ/JaCSA Service Excellence Award and the Tourism Service Excellence Award Teams of
Since leaving Ardenne High School, Richard attended several tertiary institutions including the
University of Technology, Jamaican Institute of Management, the United Theological College of the
West Indies and Management Institute for National Development. He is Customer Service Certified
through the Graceland University (USA) and the International Customer Service Association and is
currently pursuing a Master of Business Administration Degree in Leadership and Sustainability with
the University of Cumbria, United Kingdom and Robert Kennedy College, Zurich, Switzerland.
The Charter President of the Kiwanis Club of Barbican, the Kiwanis International 100th Anniversary
Club, Richard’s mantra is service above self. He believes that anyone who comes in contact with him
should leave feeling better about themselves or the situation. His mesmeric presentations and workshop
facilitations make audiences cheerful as he utilizes a variety of approaches, stimulation, laughter and
engaging group discussions.
